About

Shalu Agrawal leads the Power Markets programme at the Council on Energy, Environment and Water (CEEW). Through her work, she strives to support the evolution of India's power system to enable universal access to clean, reliable and affordable energy. Her research focuses on renewable energy integration, the digitalisation of distribution utilities, and demand-side management. She and her team closely work with energy departments and key stakeholders across multiple Indian states to design and implement strategies for inclusive and sustainable energy transition.

She has more than eight years of work experience, during which she has led many high-impact projects. These include developing an energy transition roadmap for the state of Rajasthan, leading India's largest residential energy survey (IRES) and a perception survey with smart meter users, demonstrating loss reduction in an electricity feeder, and designing strategies and tools for scaling up solar irrigation and energy-efficient appliances. She has contributed to various projects related to electricity and cooking energy access, solar irrigation, fossil fuels subsidies reforms, renewable energy financing, energy systems modeling, and energy security.
