About

Mr. Abdul Kayum is a telecommunications policy expert with over three decades of experience in regulatory governance, network technologies, and international standardization. He currently serves as Advisor at the Telecom Regulatory Authority of India (TRAI), where he is responsible for broadband policy analysis and regulatory recommendations in the areas of network infrastructure, spectrum management, and licensing frameworks.

Over a professional career spanning more than 30 years, Mr. Kayum has worked at the intersection of telecommunications technology, public policy, and regulatory development. His experience includes policy formulation, planning, development, and operational management of telecommunications networks within the Government of India’s communications ecosystem.

Prior to his current role, he served in several technical and policy positions under the Department of Telecommunications, Government of India. During this period, he contributed to initiatives involving emerging communications technologies, including 6G technologies, quantum communication systems, next-generation passive optical networks, emergency and mission-critical communications, and green telecommunications infrastructure. His work has supported national efforts aimed at strengthening telecommunications infrastructure and preparing for future network technologies.

Mr. Kayum is actively involved in international telecommunications standardization through the International Telecommunication Union (ITU). He currently serves as Vice-Chair of ITU-T Study Group 12, which focuses on network performance, Quality of Service (QoS), and Quality of Experience (QoE). In this role, he contributes to global efforts aimed at developing standards and methodologies for assessing and improving the performance and reliability of digital communication services.

In addition to his global engagement, Mr. Kayum has also contributed to regional telecommunications cooperation in the Asia-Pacific region. He served as Chair of the Spectrum Working Group of the South Asian Telecommunication Regulators’ Council (SATRC) under the framework of the Asia-Pacific Telecommunity. In this capacity, he led regional discussions on spectrum policy, spectrum management strategies, and harmonization of radio-frequency bands to support the deployment of next-generation wireless networks.

Throughout his career, Mr. Kayum has been engaged in policy analysis related to broadband expansion and digital inclusion. His work has examined issues such as universal service policies, connectivity in remote regions, and strategies for translating infrastructure availability into meaningful digital participation and socio-economic benefits.

Combining technical expertise with regulatory and policy experience, Mr. Kayum continues to contribute to national, regional, and international initiatives aimed at advancing telecommunications infrastructure, strengthening regulatory frameworks, and promoting inclusive digital development.
