Dr. Mercy Enefu Okwoli is a distinguished Nigerian academic librarian and author with expertise in cloud computing, Artificial Intelligence, Internet of Things, Electronic Information Resource Management, and Information Communication Technologies (ICTs) in libraries. She serves as a Senior Lecturer at the National Open University of Nigeria. Her research primarily explores the integration of these technologies in libraries, focusing on the challenges and opportunities presented by cloud computing in the library sector.
Mercy's investigations have identified key challenges faced by Nigerian libraries in adopting cloud computing, including limited ICT expertise, inadequate internet connectivity, unreliable power supply, insufficient ICT personnel, funding limitations, unstable wireless networks, and high operational costs. To mitigate these issues, she advocates for upgrading internet infrastructure, utilizing Content Delivery Networks (CDNs), prioritizing essential library services, implementing cost management strategies, adopting automated scaling solutions, and developing comprehensive data migration plans.
Her work has significantly contributed to helping numerous federal university libraries across Nigeria overcome cloud computing hurdles. Mercy has authored numerous publications, such as "Perception of University Library Heads and IT Server Administrators on the Impact of Cloud Computing on Information Access and Use," along with several books and journal articles on cloud computing, ICT, and library science.
