About

Dr. Baker Matovu is a postdoctoral researcher currently based at the National Taiwan Ocean University, Taiwan's prime Ocean research institute. Baker conducts transdisciplinary systems thinking and socioecological systems research, leads regional projects on sustainable blue economy transitions, and co-designs coastal communities’ empowerment initiatives and smart innovations across the coastal-marine interface. He is affiliated with global institutions, including Future Earth Coasts, serves as the Global Director, Center for Blue Economy, Ocean Governance & Sustainable Development, Africa International Policy Research Center (AIPRC), and an associate editor for the Journal of Sustainable Development Research. He has provided consultancy services for global and regional organizations, such as FAO, Oxfam-Novib, Alliance for Financial Inclusion, Educate, Expertise France, Africa Union Commission, and IPA, among others. Baker has been selected as a distinguished early-career researcher, winning several prestigious awards and grants, including the 2025 NSTC grant (to co-design as a Keelung smart city), the 2025 Future Earth Early-Career Fellow funding Program, the 2023 Marine Policy Research Grant, the 2023 TERRA-School at the Research Institute for Humanity and Nature, 5X Korea Maritime Institute research awards, and the 2022 ABCD Global Future Environment Leaders fellowship (offered through the DAAD, where he worked as a visiting researcher at the United Nations University-Flores (UNU-Flores), Dresden-Germany), among others. Through collaborations, he is stimulating transdisciplinary research with renowned researchers in Germany, Canada, Brazil, Italy, India (NSTC-ICSSR), Malaysia, Kenya, Bangladesh, Uganda, the Philippines, Indonesia, and Papua New Guinea, among other countries. Currently, he is working on and is open to collaborations on projects focusing on integrating resource nexus pathways and systems thinking perspectives in the Blue Economy, including smart port transitions, coastal livelihood empowerment, environmental systems modeling and mapping, collaborative coastal governance and management, and advocacy for environmentally vulnerable communities, notably from the Global South.
