Doctor of Economics (PhD) with a dissertation on “Risk-Based Approach to the Regulation of Digital Assets Circulation in AML/CFT”, Senior Researcher, with over 30 years of professional experience in finance and education, including more than 15 years in higher education.

Currently serving as Chair of the Finance Committee of the Public Council at the Ministry of Finance of Ukraine and member of the Public Council at the State Financial Monitoring Service of Ukraine (FIU). Founder and Head (since 2022) of the NGO “Ukrainian Modern Digital Science (UMDS)”, focusing on risk assessment of digital economy tools in financial crime, money laundering, and cybercrime.

Extensive international experience as an AML/CFT expert and consultant, including work with the European Commission and Council of Europe project on AML/CFT in Ukraine, OSCE extra-budgetary projects on virtual assets risks, and UNODC (GPML/CMLS) programmes. Proven background in financial risk analysis, capital markets (24+ years), and blockchain-related financial investigations, combined with strong academic research in financial instruments and illicit financial flows.
