About
I Dr Rabindra Prasad Singh a Veterinary Graduate (1991), did masters and PhD from IVRI, in the field of Veterinary Virology.
I worked on rinderpest/cattle plague, foot and mouth disease, Peste des Petits Ruminants (PPR)/goat plague, goatpox/sheeppox, bluetongue, rabies, canine distemper etc. The focus of research & development has been to i) Development of monoclonal antibody based diagnostics for morbilliviruses (Rinderpest/PPR/Canine Morbillivirus), FMD & rabies, ii) R&D on veterinary vaccines (PPR, sheep pox, FMD, CDV, rabies) and iii) application of vaccine/diagnostics through innovative technology transfer in the field for disease prevention and control involving sero-epidemiology and molecular epidemiology tools and impact assessment from disease control. (Rinderpest/PPR/FMD/Sheeppox). The monoclonal antibody based diagnostic kits for rinderpest sero-surveillance/seromonitoring, three monoclonal antibody based diagnostic kits for PPR/goat plague virus (competitive-ELISA, sandwich-ELISA, and LFA), FMD and CDV mAb based diagnostics & vaccines (PPR, PPR & sheep pox combined vaccine) are in field use. Rinderpest competitive-ELISA kit was validated by FAO of united nations world reference laboratory of rinderpest & contributed to rinderpest eradication in the country. The two monoclonal antibody based diagnostic kits for PPR, namely PPR competitive-ELISA kit and PPR sandwich-ELISA kit became indispensable tools for sero-surveillance/sero-monitoring and clinical surveillance in India. Development of vaccines against PPR, PPR-sheep pox combined vaccine, improvement of sheeppox vaccine, and bluetongue vaccine, rabies were other important contributions. In addition refinement and improved processes for PPR vaccine & rabies vaccine, FMD vaccine up-scaling & quality control were also carried out. Generated important sero-epidemiological data of PPR disease situation at national level which were used to develop disease control and eradication strategies at national, regional and international level. Successful translational application of works on PPR vaccine and diagnostics in the field indicated reduction of PPR disease outbreaks to the tune of 75% and more and paved the way to launching PPR control and eradication programme at national level which is taking turn for disease eradication, implemented by Government of India. This impact is also reflected in population gain of small ruminants in the country between two livestock census (year 2012 & 2019) an indicator for livelihood security. Similarly efforts on FMD control ( vaccine standard formulation and implementation, policy and knowledge support, supply of quality controlled diagnostic kits, capacity building, seromonitoring, serosurveillnace, sentinel surveillance, serotyping, vaccine matching and other R&D support) and day to day knowledge sharing and capacity building is leading to elimination of FMD in zones/parts of India by building high heard immunity as recent development and outcome.
Based on the contributions on rinderpest, FMD and PPR my name has been included in core expert group for rinderpest contingency plan, government of india (GoI), member PPR advisory committee (PPR-AC): global eradication of PPR (FAO of UN & WOAH) & expert on “Ad-hoc group on rinderpest” (WOAH). Participated in various 100% funded invited meetings/workshops as member/expert organized by International Livestock Research Institute (ILRI)-IInd Global PPR Research Alliance (GPRA) at Nairobi (2013), FAO & OIE/WOAH IInd Regional workshop on PPR at Kathmandu (2013), PPR expert workshop at FAO headquarters Rome (2014), global PPR vaccine producers workshop at Kathmandu (2015), ILRI-ICAR meet at New Delhi (2016), PPR advisory committee meeting launch at OIE HQ, Paris (2017) as Member, PPR Project meeting Pirbright Institute, UK (2017), PPR global eradication programme: IInd advisory committee meeting FAO of united nations HQ , Rome (2018) as member, PPR global research expert network (PPR-GREN), IAEA Vienna (2018), PPR global eradication programme: IIIrd advisory committee Meeting AU-IBAR, Nairobi, Kenya (2019), FAO/WOAH FMD laboratory network meeting at Lelystad, Netherlands (2022), Ist SAARC TADs coordination meeting at Paro, Bhutan (2023), 6th PPR GREN and PPR global eradication programme: 6th advisory committee meeting at Bengaluru, India (2023) as PFP representative, WOAH workshop on lumpy skin disease control in south asia: building epidemiology and laboratory networks to support TADs control in the sub-region, at Kathmandu, Nepal (2024). In addition several online programmes were supported. These helped to control of PPR at national, regional and global level, FMD and LSD at national/global level. I was nominated as a member of “ad-hoc group on Rinderpest” by WOAH/OIE. OIE/WOAH had recognized me as a regional resource person, member of Partnering & Financing Panel (PFP) Member of joint advisory committee(JAC) of rinderpest of GF--TADs.
