Prof. (Dr.) Girjesh Shukla, a graduate of the University of Allahabad with postgraduate and PhD degrees from the University of Delhi, is presently serving as Professor of Law at Himachal Pradesh National Law University (HPNLU), Shimla.

He has nearly two decades of distinguished experience in teaching, research, academic administration, and institutional leadership. He currently serves as the Finance Officer and Director, IQAC, HPNLU Shimla. Along with this, he serves as Director of the Centre for Business Law and Economics at HPNLU, where he has played a pivotal role in strengthening academic governance, research initiatives, and student-centric administration. He has also served as Dean Academic Affairs (2018-21), Dean Student Welfare (2022-25), and Director of the Centre for Environment and Disaster Management, and as a member of several statutory bodies, including the Executive Council, Academic Council, and Board of Studies.

Before joining HPNLU, Prof. Shukla held faculty positions at the Campus Law Centre, University of Delhi; National University of Study and Research in Law (NUSRL), Ranchi; Symbiosis Law School, NOIDA; and Dr Shakuntala Misra National Rehabilitation University, Lucknow. He has also served as a researcher for the Supreme Court of India on the Restatement of Laws (Public Interest Litigation) project (2010-11) and has been associated with the Judicial Academies such as Himachal Pradesh Judicial Academy and Jharkhand Judicial Academy. He is a member of the IUCN World Commission on Environmental Law.

Prof. Shukla's scholarship spans taxation law, corporate governance, criminal justice, criminology, Criminal Procedure and human rights. He has authored numerous research papers published in UGC-CARE-listed and peer-reviewed journals and has contributed chapters to edited volumes published by leading national and international publishers, including Thomson Reuters and Springer. His publications critically examine contemporary issues such as tax policy, hate crimes, criminal justice reforms, environmental governance, and sustainable development. He has also authored and edited several books, including a textbook on taxation and criminology published by LexisNexis, and has served as editor of academic journals (vis., HPNLU Journal of Tax Law; HPNLU Journal of Law, Business and Economics; and HPNLU Journal of Environment and Disaster Management).

Prof. Shukla has delivered invited lectures and presented papers at numerous international, national, and judicial training programmes organised by institutions such as the Himachal Pradesh Judicial Academy, Rajiv Gandhi National University of Law, National Law Institute University, Amity University, Rashtriya Raksha University, and other leading academic and professional organisations. His academic engagement bridges legal theory with policy and practice, particularly in the fields of taxation, criminal law, legal education, judicial process, and public governance.

Prof. Shukla continues to contribute actively to legal scholarship, academic institution-building, and public policy discourse through his teaching, research, publications, and leadership in higher legal education.
