About
PhD in Physics (UCM, 2002), with more than 30 years of experience in the field of atmospheric pollution problems in the Mediterranean area with special attention to the Iberian Peninsula. He has focused his research on the study of air pollutant emission processes and their physico-chemical transformation and atmospheric transport and on optical remote sensing of atmospheric pollutants by active and passive techniques.
His research results have been published in more than 60 articles in scientific journals included in the SCI, 45 in Q1 with impact indices in the range 1,03-9,85, mostly in the Areas of Environmental Sciences and Meteorology and Atmospheric Sciences.
He has an h-Index = 20, and more than 1,800 citations.
Additional publications are 55 works in the form of chapters, books, monographs, scientific-technical reports, and 130 contributions to workshops/symposiums.
He has directed 2 Ph.D. Theses and supervised a large number of graduate students, degree and Master works.
He has extensive experience in the development of methodologies for the measurement (static and dynamic monitoring) of primary and secondary atmospheric pollutants (gases and aerosol particles) and in the management and implementation of field experimental campaigns for the characterization of air pollutants both from static and mobile measurement platforms, including instrumented aircrafts. Responsible of the design, development and implementation of the first Spanish aerial platform for characterizing air pollution (1992-1995) in the low troposphere (up to 4500 m asl).
Responsible for the implementation and consolidation in CIEMAT of different optical remote sensing techniques (COSPEC, DOAS and FTIR) to measure atmospheric gases and aerosols (LIDAR-Raman), also extending the application of similar concepts to the characterization of vehicle emissions (RSD technique).
Important dedication to specialized technical support tasks for different Spanish Administrations (Ministries of Industry and Environment, Community of Madrid, Government of La Rioja, different provincial Courts, National Court, SEPRONA, UME, ...) in different aspects related to the control and characterization of polluting emissions into the atmosphere.
Founder and head of the OCEM-CIEMAT (Office for the Control of the Spanish Large Combustion Plants), that from 1998 to the present is closely working with the Secretary of State for Energy (specifically with the Sub-Directorate General for Energy Efficiency) of the Ministry of Industry and Energy, and at present dependent to the Ministry of Ecological Transition and Demographic Challenge.
Responsible of the CIEMAT meteorological station from 1988.
From 2006 to the present Principal Investigator of the CIEMAT Lidar station integrated in EARLINET (the LIDAR European Station Network of excellence for the characterization of atmospheric aerosols).
IP of the Madrid-CIEMAT National Facility of ACTRIS (Aerosols, Clouds and Trace gases Research Infrastructure), the European Research Infrastructure for atmospheric research.
Head of the Unit of Pollutant Emissions (Department of Enrvironment) from 2009-2021.
