Dr. Joy Kumar Chakma is a Public Health Specialist & Epidemiologist. He is working as Scientist ‘F’ in the Indian Council of Medical Research (ICMR), the apex biomedical research body in India under the Department of Health Research, Ministry of Health and Family welfare, Govt. of India.
He has graduated in Medical Science (M.B.B.S) from Maulana Azad Medical College, New Delhi and did his post graduation, M.D (Doctor of Medicine) in Community Health Administration from the National Institute of Health and Family Welfare, under the Faculty of Medical Sciences, University of Delhi. He has also done MBA (Master of Business Administration) with dual specialty in Health and Hospital Administration and Human Resource Management from Indian Institute of Business Management.
Dr. Joy Kumar Chakma has 25 years of experience in his profession and research and has published 52 research papers in the areas of leprosy, non-communicable and lifestyle diseases, tobacco control, snakebites, household air pollution, covid-19 and malaria in National and International Journals of repute.
He is the lead Scientist of ICMR’s White paper on “Electronic Nicotine Delivery System” (popularly known as e-cigarette), whose recommendation led to the ban of e-cigarette and or ENDS like products in India by the Government.
He is the nodal Scientist in the ICMR National Task Force for Research on Snakebite and also looking after the research areas of Childhood obesity, Obesity and Metabolic Syndrome, NCD risk factor surveillance and household air pollution.
He is a reviewer for many reputed national and international journals and member of many professional bodies in India and abroad. His accolades include the ‘Outstanding Scientist Award (2015), the Research Excellence Recognition (DHR-ICMR 2024) and the Blackbuck Pioneer Researcher Award (2025). Dr. Chakma is also heads ICMR's Central Procurement Cell, ensuring vital research infrastructure across India.
