About
Dr. RAGHUCHANDRA GARIMELLA was selected by the Union Public Service Commission (UPSC) during the year 2020 and has been serving as a Scientist ‘C’ (Electrical Engineering), erstwhile Senior Research Officer (Electrical Engineering) at the Central Water and Power Research Station, Department of Water Resources, River Development & Ganga Rejuvenation, Ministry of Jal Shakti, Government of India, since August 2021. He had worked (Associate Professor) for about 11 years in Academic Institutions before joining the Central Civil Services.
He had received B.Tech. (Electrical and Electronics Engineering) and M.Tech. (Power Electronics) degrees from Jawaharlal Nehru Technological University Kakinada, Andhra Pradesh, India. He was the university topper with about 84% during the M.Tech. In addition, he had received PGDM, PGADM, and M.B.A. (Operations Management) degrees from Gandhi Institute of Technology and Management (GITAM) University, Visakhapatnam, India. Later, he completed a course entitled ‘Electrical Engineering’ from The University of New Castle, Australia, with 93%. He received Ph.D. from National Institute of Technology (NIT) Karnataka, Surathkal, for which he was being topped among the other research scholars with CGPA 10 out of 10. He has carried out a research on seismic energy estimation of ground vibrations caused due to blasting operations based on signal processing approach and electrical power generation.
He has visited China, Hong-Kong, Macau, and Nepal for observing the research advancement. In addition, he had carried out research investigations in various states of India. In addition, he had attended 10 Technical Workshops organized by various IITs, NITs, and reputed Institutions.
15 Australian Patents have received the Grant and Nine (09) Indian Patents were filed (out of which five (05) Granted). All the 24 Patents are resulted from the works carried out during 2020-22 (Last 2 Years, i.e. before joining in CWPRS). Further, two (02) Indian Patents are in-pipeline (Provisionally Filed). He has published over 50 peer-reviewed Research Publications as on January 2026. Seven (07) International Journal Papers, Two (02) Book-Chapters, and One (01) International Conference are in Pipeline.
He has bagged two (02) Best Paper Awards, viz. Best IEEE Paper Award for the research paper entitled “Signal processing computation based seismic energy estimation of blast-induced ground vibration waves” in IEEE – International Conference on Distributed Computing, VLSI, Electrical Circuits and Robotics (DISCOVER) during Aug. 13-14, 2016 whose ISBN No.: 978-1-5090-1623-5/16 and Best Paper Award for the paper entitled “Image Processing based assessment of explosive energy distribution in mine blast – case study” in International Conference on Computer Vision, High Performance Computing, Smart Devices and Networks(CHSN-2020) during Dec. 28-29, 2020 from JNTU Kakinada University, Government of Andhra Pradesh.
He was invited for an FM radio interview on Intellectual Property Rights and Protection on March 13, 2019. The program was broadcast on March 15, 2019 between 4.30 PM and 5.30 PM on Radio Vishnu 90.4 CR.
He is the Editor-in-Chief of Clausius Scientific Press Inc.'s Journal of Modeling, Analysis, and Simulation (SCOPUS Indexed). He is also an Editorial Board Member for various journals, viz.
