Rutul Joshi

About

Rutul is a Professor at CEPT University, Ahmedabad, where he heads the Doctoral Office and chairs the Master of Urban Planning program. His work carries a full-circle experience of research, policy making, practice, and strategic advice for implementation, moving across these vantage points within single bodies of work. His research centres on transit-oriented development, sustainable urban mobility, and climate-responsive urban planning.

He builds analytical frameworks for use, including the 3V framework for transit-oriented development (node, place, and market value), the Samaj–Sarkar–Bazaar urban governance model, and the 4I political economy lens. He lead the writing team for the TOD Planning Handbook with the Shakti Sustainable Energy Foundation and India's Ministry of Housing and Urban Affairs, and edited Understanding the Indian City: Concepts and Pedagogy (CEPT University Press, 2024).

Rutul's policy and advisory engagements run with C40 Cities, ITDP, the Asian Development Bank, the Volvo Research and Educational Foundations, UN ESCAP, GiZ, and MoHUA, spanning Indian cities and East Africa. He supervises doctoral research, reviews for international journals and consortia, and writes for public audiences in the Hindustan Times and Scroll.in. His current writing addresses low-carbon mobility transitions, informality, and the delivery deficit in Indian urban planning, with a Global South framing aimed at making implementation the test of good policy.
