Rinni Singh
U.P. COUNCIL OF AGRICULTURAL RESEARCH, CSIR-Indian Institute of Toxicology Research
About
I am a Scientific Officer at the Uttar Pradesh Council of Agricultural Research (UPCAR), Lucknow, where I connect administrative leadership with field-level delivery. I coordinate multi-location crop trials, contribute to state agricultural policy and programme design, and lead international research partnerships with institutions such as ICRISAT and IRRI.
I advance the Agri startup ecosystem through leadership at two incubation centres: as Nodal Officer for the UPCAR SEED Incubation Centre, I nurture and scale agricultural innovations; and as Member Secretary to the Board of the ANDUAT Incubation Centre, I guide strategic growth and governance.
I also manage technical compliance and strategic frameworks for priority initiatives, including the UP-Millet Revival Programme, the Central Makhana Board project, the World Bank–supported Clean Air Project (UPCAMP), and the Bill & Melinda Gates Foundation–supported UP Initiatives for Systems Transformation. My work focuses on translating research into practical, scalable solutions that strengthen food systems and improve farmer livelihoods.
