About

H.S. Rao, MBBS, is the founding director of SymbiosOS Institute (Edmonton, Canada), a federally incorporated research nonprofit developing AI governance architectures that include operator physiological state as a measured safety variable. Trained as a physician at Baba Farid University of Health Sciences (2010–2017), Rao's research integrates clinical medicine, systems architecture, and cybernetics to address a structural gap in current AI safety: behavioral metrics measure the quality of human-AI interaction, but no existing framework measures whether the human operator slept, ate, or is approaching a regrettable decision.
Current research lines include the Symbiosis Framework — a constitutional AI specification implementing autonomy bands, regret boundaries, and the Non-Punitive Covenant — and HSS 3.0, a multiplicative safety metric combining behavioral and physiological signals (sleep, metabolic reserve, heart rate variability). A 90-day longitudinal self-study documents the divergence between behavioral and physiological scores during high-output cognitive labor.
The institute is developing open-source instruments for cognitive load monitoring, AI-modulated sensory environments for recovery protocols, and the Sovereign Stack — an integrated, growing corpus of ~20 working papers spanning governed emergence, third-order cybernetics, xenolinguistic iconicity, and applied epistemology. All outputs are released under Apache 2.0.
